Speech Text

[1] We all know how they have bombed and strafed cities, sacrificed women, children, the elderly, and defenseless civilians.

[2] We all know the malice with which they have murdered representatives of the workers and peasants in the towns they have occupied, especially in Bananera, where they carried out a punitive expedition against labor representatives. The incident in Bananera was an act of vengeance by the Fruit Company.

[3] We have been outraged by the cowardly attacks of the North American mercenary pilots who, knowing that Guatemala lacks an adequate air force to repel them, have tried to spread panic throughout the country, have strafed and bombed the Armed Forces fighting in the eastern part of the republic, hindering their operations, and today itself have bombed and sunk a British merchant ship loading cotton in the port of San José.

[4] In the name of what do they commit these atrocities? What is their flag? We all know it as well.

[5] They have used communism as a pretext. The truth is very different. The truth must be sought in the financial interests of the Fruit Company and in those of the other North American monopolies that have invested large capital in Latin America, fearing that Guatemala’s example might spread to neighboring Latin American nations.

[6] Time has proven that what I am saying now is true.

[7] Nevertheless, they cling to maintaining that international communism is the cause of what is occurring in Guatemala, and it is in the name of this that they try to shed even more of the country’s blood and destroy our economy.

[8] Since my government has been accused of being communist in nature, without us having been able to dispel that it is not—even though we have employed all means to convince the reactionary elements of the world that what is maintained by North American ruling circles is a falsehood—and as those circles will make the aggression against Guatemala even more ruthless, I have made a painful and cruel determination:

[9] After reflecting upon it with a clear revolutionary consciousness, I have made a decision of enormous consequence for our homeland, in the hope of halting the aggression and restoring peace to Guatemala.

[10] I have determined to relinquish power and place executive command of the nation in the hands of my friend, Colonel Carlos Enrique Díaz, chief of the Armed Forces of the republic.

[11] I have placed my trust in Colonel Díaz because I am certain that he will know how to guarantee democracy in Guatemala and that all the social gains of our people will be preserved. It is for this reason that I believe democratic political organizations and all popular organizations should lend him their backing and support. I ask this of you in my final act as ruler of Guatemala.

[12] I was popularly and majority-elected by the people of Guatemala, but I have had to fight under extremely difficult conditions. The truth is that the sovereignty of a people cannot be sustained if they do not have the material elements to defend it.

[13] We fought as far as conditions allowed, up to a point where going any further would mean losing everything we have gained since 1944; in adopting this stance, I think of nothing other than the people, and therefore I have believed it my duty to contribute until the last moment to saving much of what we conquered in the past revolutionary years.

[14] The country’s military situation is not difficult, far from it. The enemy commanding the foreign mercenary bands recruited by Castillo Armas is not only weak, but also incapable and cowardly; we have proven this in the few battles we fought. The enemy managed to advance and capture the department of Chiquimula exclusively due to attacks by mercenary aviation. I estimate that our Armed Forces will encounter no major difficulty in defeating them and driving them out of the country.

[15] I assumed the presidency of the republic with great faith in the democratic system, in freedom, and in the possibility of achieving Guatemala’s economic and political independence. My program was aimed at fully achieving those objectives; I continue believing that program is just, my faith in democratic freedoms has not been broken, nor in the independence of Guatemala and in all the good that propels humanity toward the future.

[16] Someday, the obscurantist forces that today oppress the backward and colonial world will be defeated. I will continue to be, despite everything, a fighter for the freedom and progress of my homeland.

[17] I say goodbye to you, my friends, with bitter pain, but keeping my convictions firm; safeguard what has cost so much. Ten years of struggle, of tears, of sacrifices, and of democratic gains are many years to contradict history. It is not the arguments of the enemy that have cornered me, but the material means they possess for the destruction of Guatemala.

[18] I always told you that we would fight cost what it may, but that cost, of course, did not include the destruction of our country and handing over our wealth to foreigners, and that could happen if we do not eliminate the pretext raised by our powerful enemy.

[19] A government different from mine, but always inspired by the October Revolution, is preferable to 20 years of bloody fascist tyranny under the power of the bands that Castillo Armas has brought to the country.

[20] It only remains for me to express my deep gratitude for the collaboration extended to me by so many good servants of the nation: the ministers of state, public officials, and employees, in particular the services of the civil guard and the army.

[21] From the bottom of my heart, I thank the support and backing of the Revolutionary Action Party, the Party of the Guatemalan Revolution, the National Renewal Party, the Guatemalan Party of Labour, and popular organizations such as the General Confederation of Workers and the National Peasant Confederation, which have defended the aspirations of the people of Guatemala with such determination.

[22] Perhaps many think I am making a mistake. In the depth of my conscience, I do not believe so. Only a subsequent historical judgment will be able to determine it.

[23] I wish for the popular gains of October to be maintained, for peace to be restored once the invaders have been expelled from the country, and for the administration organized by Colonel Carlos Enrique Díaz to be successful.

[24] With the satisfaction of one who believes he has fulfilled his duty, and with faith in the future, I say:

[25] Long live the October Revolution!

[26] Long live Guatemala!

Todos sabemos cómo han bombardeo y ametrallado ciudades, inmolado a mujeres, niños, ancianos y elementos civiles indefensos.

Todos conocemos la saña con la que han asesinado a los representantes de los trabajadores y de los campesinos en las poblaciones que han ocupado, especialmente en Bananera, donde hicieron una expedición punitiva contra los representantes de los trabajadores. Lo de Bananera fue un acto de de venganza de la frutera.

Nos hemos indignado ante los ataques cobardes de los aviadores mercenarios norteamericanos, que, sabiendo que Guatemala no cuenta con una fuerza aérea adecuada para rechazarlos, han tratado de sembrar el pánico en todo el país, han ametrallado y bombardeado a las Fuerzas Armadas que combaten en el oriente de la república, impidiendo sus operaciones, y hoy mismo han bombardeado y hundido a un barco mercante inglés que encargaba algodón en el puerto de San José.

¿En nombre de que hacen estas barbaridades? ¿Cuál es su bandera? Todos la conocemos también.

Han tomado pretexto al comunismo. La verdad es muy otra. La verdad hay que buscar en los intereses financieros de la compañía frutera y en los de los otros los monopolios norteamericanos que han invertido grandes capitales en América latina, temiendo que el ejemplo de Guatemala se propague a los hermanos países latinoamericanos.

El tiempo se encargado de demostrar que lo que ahora digo es verdad.

Sin embargo, ellos se aferran a sostener que comunismo internacional es el causante de lo que ocurre en Guatemala, y en nombre de ello es que tratan de ensangrentar aún más al país y de destruir nuestra economía.

Como mi gobierno ha sido acusado de ser de naturaleza comunista, sin que hayamos podido desvanecer que no lo es, aún cuando hemos empleado todos los medios para convencer a los elementos reaccionarios del mundo de que lo sostenido por los círculos gobernantes norteamericanos es una patraña, y cómo es esos círculos harán más despiadada la agresión contra Guatemala, he tomado una dolorosa y cruel determinación:

Después de meditarlo con una clara conciencia revolucionario, he tomado una decisión de enorme trascendencia para nuestra patria, en la esperanza de detener la agresión y devolverle la paz a Guatemala.

He determinado abandonar el poder y poner el mando del ejecutivo de la nación en manos de mi amigo el coronel Carlos Enrique Díaz, jefe de las Fuerzas Armadas de la república.

Yo he depositado mi confianza en el coronel Díaz, porque estoy seguro que él sabrá garantizar la democracia en Guatemala y de que todas las conquistas sociales de nuestro pueblo serán mantenidas. Es por ello que creo que las organizaciones políticas democráticas y todas las organizaciones populares deben prestarle su respaldo y apoyo. Así os lo pido en mi último acto como gobernante de Guatemala.

Yo fui electo popular y mayoritariamente por el pueblo de Guatemala, pero he tenido que luchan en condiciones sumamente difíciles. La verdad es que la soberanía de un pueblo no se mantiene si no tienen los elementos materiales para defenderla.

Luchamos hasta donde las condiciones lo permitieran, hasta un punto en que ir más allá, se perdería todo lo que hemos ganado desde 1944 ; al tomar esta actitud no pienso más que en el pueblo, y por ello he creído de mi deber contribuirá hasta el último instante a salvar mucho lo que conquistamos en los pasados años revolucionarios.

La situación militar del país no es difícil, ni mucho menos. El enemigo que comanda las bandas mercenarias extranjeras reclutadas por Castillo Armas, no sólo es débil, sino que es incapaz y cobarde; lo hemos comprobado en los pocos combates que libramos. El enemigo logró avanzar y tomar el departamento Chiquimula exclusivamente por los ataques de la aviación mercenaria.

Estimó que nuestros Fuerzas Armadas no encontrarán mayor dificultad en derrotarlo y arrojarlo del país.

Me hice cargo de la presidencia de la república con gran fe en el régimen democrático, en la libertad y en que es posible conquistar la independencia económica y política de Guatemala. Mi programa se orientaba a conseguir plenamente esos objetivos; sigo creyendo que ese programa es justo, no se ha quebrantado mi fe en las libertades democráticas, en la independencia de Guatemala y en todo lo bueno que impulsa a la humanidad hacia el futuro.

Algún día serán vencidas las fuerzas oscurantistas que hoy oprimen al mundo a trazado y colonial. Seguiré siendo, a pesar de todo, un combatiente de la libertad y del progreso de mi patria.

Os digo adiós, amigos míos, con amargo dolor, pero manteniendo firmé mis convicciones; guardad lo que tanto ha costado. Diez años de lucha, de lágrimas, de sacrificios y de conquistas democráticas, son muchos años, como para contradecir a la historia. No me han acorralado los argumentos del enemigo, sino los medios materiales con lo que cuenta para la destrucción de Guatemala.

Yo os hable siempre de que lucharíamos costase lo que costase, pero ese costo desde luego no incluía la destrucción de nuestro país y la entrega de nuestra riquezas al extranjero, y eso podría ocurrir si no eliminamos el pretexto que ha enarbolando nuestro poderoso enemigo. [19] Un gobierno distinto mío, pero inspirado siempre la revolución de octubre, es preferible a 20 años de tiranía fascistas y sangrienta bajo el poder de las bandas que ha traído Castillo armas al país.

No me resta sino agradecer profundamente la colaboración que me han prestado tantos buenos servidores de la nación. Los ministros de estado y los funcionarios y empleados públicos, en particular los servicios de la guardia civil y del ejército.

Desde el fondo del corazón agradezco el respaldo y el apoyo del partido acción revolucionaria, del partido de la Revolución guatemalteca, del partido renovación nacional, del partido guatemalteco del trabajo, y de las organizaciones populares que como la confederación general de trabajadores y la confederación nacional campesina, han defendido con tanta decisión los anhelos del pueblo de Guatemala.

Quizá piensen muchos que estoy cometiendo un error. En lo profundo de conciencia no lo creo así. Solamente un juicio histórico posterior podrá determinarlo.

Deseo que se mantengan las conquistas populares de octubre, que se restablezca la paz una vez hayan sido expulsados del país los invasores y que tenga éxito la gestión del gobierno que organice el coronel Carlos Enrique Díaz.

Con la satisfacción de quien cree que ha cumplido con su deber, con la fe en el porvenir yo digo:

¡Viva la revolución de octubre!

¡Viva Guatemala!
